Hi Liz, this sounds like a permission issue. As you’ve probably realised you may need to manually copy the offline-credit-card.php from the OCCP merchants directory to either /wpsc-merchants/ (in 3.8) or /merchants/ (in 3.7).
I’m going to add a permission check in a future Plugin update so where my Plugin cannot copy this file it will let you know. 🙂
