I sorted this out. If anyone else sees this do not open the csv with Excel, import it.
Simply follow these steps:
Open Excel
Import the data using Data–>Get External Data or Data–>Import Data From Text or a similar command based on your version of Excel
Browse to your downloaded CSV file and select it
import
